Position Summary

Seeking an experienced Artificial Intelligence (AI) and Information Technology (IT) Consultants to support the Teacher Retirement System of Texas (TRS) with strategic technology initiatives, solution design, implementation, optimization, and ongoing technical advisory services.

The consultant will support initiatives involving AI, automation, application modernization, digital transformation, data and analytics, cloud technologies, cybersecurity, and enterprise IT.

The ideal candidate will have strong experience delivering enterprise technology solutions and advising public-sector organizations on technology strategy, implementation, optimization, and emerging technologies.

Key Responsibilities

• Provide strategic IT consulting and technology advisory services to support enterprise initiatives.
• Assess current technology environments and identify opportunities for modernization and optimization.
• Develop technology strategies, roadmaps, solution architectures, and implementation plans.
• Support the evaluation, design, implementation, and optimization of Artificial Intelligence and automation solutions.
• Identify opportunities to apply AI and automation to improve business processes and operational efficiency.
• Provide technical expertise for application and platform development, modernization, integration, and optimization.
• Support cloud, infrastructure, data, analytics, cybersecurity, and digital transformation initiatives.
• Evaluate emerging technologies and provide recommendations based on business and technical requirements.
• Assist with technology assessments, proof-of-concepts, solution evaluations, and technical demonstrations.
• Develop technical documentation, architecture documentation, project plans, and implementation deliverables.
• Collaborate with business stakeholders, IT leadership, project teams, vendors, and subject-matter experts.
• Support implementation, testing, deployment, troubleshooting, and optimization of technology solutions.
• Provide ongoing technical guidance and recommendations throughout project lifecycles.
• Develop knowledge-transfer materials and conduct training or mentoring sessions for TRS personnel.
• Help establish repeatable processes, standards, and best practices for AI and IT initiatives.
• Monitor project progress, risks, dependencies, and technical issues and provide recommendations for resolution.
• Support organizational change and adoption of new technologies.
• Ensure solutions align with enterprise architecture, security, compliance, governance, and business objectives.

Required Qualifications

• Bachelor//'s degree in Computer Science, Information Technology, Engineering, Business, or a related field, or equivalent professional experience.
• Strong professional experience in enterprise IT consulting, technology advisory, solution architecture, or technical implementation.
• Demonstrated experience with enterprise technology environments and complex IT initiatives.
• Experience providing technical consulting services to large organizations.
• Strong understanding of modern IT technologies, architecture, cloud platforms, applications, data, and digital transformation.
• Demonstrated experience with Artificial Intelligence, automation, or emerging technologies for applicable roles.
• Strong analytical, problem-solving, and communication skills.
• Ability to work effectively with technical and non-technical stakeholders.
• Experience developing technical documentation, project deliverables, and implementation plans.
• Ability to work independently and as part of multidisciplinary project teams.

Preferred Qualifications

• Experience working with state government, public-sector agencies, pension systems, higher education, or similarly governed organizations.
• Experience supporting organizations with 1,000+ employees.
• Experience with Texas state agencies or public-sector technology environments.
• Experience with AI strategy, Generative AI, machine learning, automation, or intelligent process automation.
• Experience with cloud technologies such as AWS, Azure, or Google Cloud.
• Experience with enterprise applications, platforms, APIs, data engineering, analytics, or cybersecurity.
• Experience with digital transformation and application modernization.
• Relevant certifications such as AWS, Azure, Google Cloud, TOGAF, PMP, ITIL, CISSP, AI/ML certifications, or equivalent.
